The mark
The W is water running off three crests into two pools, the way the Blackstone River drops at the falls. The same zigzag is the sawtooth roof of a weaving mill.
Each stroke is seven strands, for the water and for the yarn the city's mills spun and wove. Mist rises from the pools, because the name Woonsocket is often said to mean "thunder mist."
